There is an old saying that someone pays for maintenance whether it is done or not. Infrastructure failure has negative consequences for all.  Even sub-optimal maintenance of infrastructure can undermine capital investments and inhibit effective and sustainable service delivery. Clearly the timely repair of worn and damaged infrastructure saves money in the long run, and, in addition, infrastructure maintenance can provide significant opportunities for economic activity within communities. In recognition of these facts the DBSA commissioned Kaiser Associates to do further research.

The study aimed to identify support models relating to infrastructure maintenance that can:
• Improve benefits for local communities, in terms of employment and enterprise development, as well as functionality and quality of infrastructure
• Build a more sustainable and inclusive maintenance industry in South Africa
• Ensure better operation and maintenance of infrastructure.
