Establishment of a database of specialists for REMT
 

Terms of Reference

ESTABLISHMENT OF DATABASE OF REPUTABLE SPECIALISTS FOR THE PROVISION OF SERVICES IN SUPPORT OF THE RENEWABLE ENERGY MARKET TRANSFORMATION (REMT) MATCHING GRANT PROGRAMME

PURPOSE

Reputable and experienced specialists that are able to offer their services to project developers in the area of Renewable Energy Power Generation (REPG) and Solar Water Heating (SWH) are hereby requested to register on a database being established in support of the REMT Matching Grants Programme.

1. BACKGROUND

The Renewable Energy Market Transformation Project (REMT) Project is a joint initiative of the South African Department of Energy (DoE) and World Bank/Global Environment Facility (GEF), with the primary aim of helping South Africa eliminate barriers to renewable energy development. This forms part of efforts aimed at improving energy supply security, reducing greenhouse gas (GHG) emissions and contributing to applicable national goals (e.g. the renewable energy target of 10 000 GWh contribution to final energy consumption).

The REMT Project has two main components namely, Renewable Energy Power Generation (REPG) and Solar Water Heating (SWH). The project is being implemented by the Development Bank of Southern Africa (DBSA), via the REMT Implementation Support Unit (ISU).

Since the inception of the REMT Project in late 2008, a number of important developments have taken place with respect to RE development in South Africa. Examples include the approval of the first and second phases of Renewable Energy Feed-in Tariffs (REFIT) by the National Energy Regulator of South Africa (NERSA), as well as the conclusion of a REMT-sponsored Solar Water Heating Framework, which is initially planned for implementation in the period 2010 to 2014. REMT - ISU REMT - ISU As part of providing support to the renewable energy industry, the REMT Project requires specialists who will provide technical assistance towards approved REPG and SWH projects, the objective being to contribute towards advancing such projects to the bankable stage. The specialists will be financed by way of a matching grant programme, in terms of which the REMT Project and qualifying project developers will be expected to contribute equally. The services to be delivered by accredited specialists are identified herein. Qualifying specialists will be included in a database that the REMT-ISE is in the process of developing in conjunction with the DBSA and DoE.

2. RATIONALE

Private companies or public entities that are engaged in project development activities in the REPG and SWH sectors in South Africa are eligible to apply for grant funding from the REMT Project. Specifically, this includes firms that are conducting pre-investment activities related to REPG and SWH, with a view that technical assistance in respect of such activities would likely contribute to the financial closure of identified RE projects.

A prerequisite for a successful grant application is that project developers adhere to the guidelines for the matching grants, which will be made available in due course. Further, grant beneficiaries will be expected to follow transparent processes in procuring the services of technical specialists.

3. OBJECTIVES

The main objectives of this ToR are:

 To offer an opportunity for specialists to avail themselves to provide technical assistance towards REPG and SWH projects. The technical assistance will be in the areas outlined in section 4 herein;

 To facilitate the ability of prospective project developers to access specialist pre-investment support from accredited suppliers. The database thus established will be updated on a regular basis.

4. REQUIREMENTS

Specialists that will support the REMT Matching Grant Programme are required for any combination of the following eligible activities:

4.1 Market, business, or pre-investment project development and improvement activities, including the following:

 site and market assessments,

 customer surveys,

 pre-feasibility studies;

 feasibility studies;

 environmental impact assessments;

 business plan preparation;

 financial or other systems development;

 staff or other training;

 design and production of promotional materials;

 industry marketing and advertising;

 participation in promotional events;

 legal (e.g. development of power purchase agreements or similar legal instruments);

 other capacity-building activities (the respondents are requested to provide details where this option is selected)

4.2 In addition to the above-mentioned, support to the SWH sector in respect of product development, including improvement in the product process, quality control, inspection, and ISO or other certification, will be possible. Consideration will be given to supporting capacity-REMT - ISU REMT - ISU building activities that include the installation or improvement of SWH systems, where the envisaged outcome will be improved product/technology credibility in the market place.

Based on the requirements mentioned above, specialists will be expected to submit, amongst others, the following deliverables to project developers and the REMT-ISU:

 Detailed progress reports with recommendations

 Reports on completed studies

 Financial assessments

5. SELECTION CRITERIA

In order to be considered for selection specialists should comply with the following criteria when submitting their proposals:

 a minimum of 5 yrs experience in any or combination of the eligible activities indicated herein. This should be illustrated by means of a portfolio of relevant projects completed previously;

 relevant qualifications;

 registration with accredited industry or professional bodies where applicable;

 demonstrable expertise and experience in activities related to renewable energy project development;

 where applicable, proof of company registration in South Africa, as well as compliance with tax requirements (e.g. tax compliance certificate);

 Where applicable, an indication of any potential conflicts of interest that may arise from being selected to provide advisory services to qualifying REGP or SWH projects, as well as potential measures to manage/avoid such conflicts.

6. EVALUATION

Specialists are required to submit their proposals in hard copy to the address below together with a covering letter briefly introducing their consultancy, as well as clearly indicating the details of the contact person(s) – e.g. name, designation, phone and fax numbers, as well as applicable e-mail addresses.

The technical proposal should be in the form of a focused capability statement indicating which of the services outlined herein will be provided, as well as demonstrating the specialist’s compliance with the selection criteria outlined in section 5 herein. REMT - ISU REMT - ISU Hourly/daily rates for consulting services, linked to persons expected to provide such services, would be considered adequate as an indicative financial proposal at this stage.

Proposals will be evaluated by a Supplier Selection Committee, which is responsible for managing the service provider database on behalf of the REMT Project.

It must be noted that inclusion in the accredited supplier database does not necessarily guarantee selection to provide technical advice in respect of any qualifying REPG or SWH project.
