The PACBP is governed through the following structures:
· PACBP Advisory Board: The Board consists of one member from each of the three partner organizations (the DBSA, AFD and IDC). The role of the board is to provide strategic guidance, direction and oversight to the programme in order to achieve the overall objectives and to protect the interests of partner organizations. The partners are often referred to as shareholders.
· PACBP Management Committee (MANCO): The MANCO consists of managers from different Business Units from around the DBSA development Fund’s Capacity Development and Deployment (CDD) Division. The overall objective of the MANCO is to ensure that the programme is run according to sound business principles. This will ensure that it achieves its stated operational objectives. The MANCO also ensures that the PACBP produces quality documents prepared for the Advisory Board and stakeholders.
· The PACBP Management Team: As of March 2011, the PACBP is still a relatively new capacity building initiative. Within the DBSA (managing agent for the three partners) the programme accounts to the Managing Director of the DBSA Development Fund (DF). The Divisional Executive of the DF’s Capacity Development and Deployment (CDD) Division is the executive responsible for operational oversight, while the Head of the PACBP ensures operational execution of the programme’s deliverables. The programme’s small staff compliment (three full-time staff) is completed by an operations Manager and Programme Coordinator. The two manage all programme activities that include implementation, coordination, reporting and convening all PACBP meetings, workshops, and training interventions.
