DBSA Response to News24 National Department Of Health (NDOH) PSA Oxygen Plants Procurement (Same players, different game: Firms from R836m PSA oxygen scandal resurface in new tender)
The Development Bank of Southern Africa (DBSA) has noted the article on News24 suggesting irregularities in the awarding of contracts for National Department of Health (NDOH) PSA oxygen plants. We outrightly reject the suggestion of procurement irregularities. The DBSA ensures that every step of its procurement process is fair, competitive, and fully compliant with all established standards, laws and regulations.
The DBSA’s procurement for the PSA Oxygen Plants was conducted through a thorough, transparent and independent tender process RFP148/2025. All awarded companies were subject to rigorous due diligence, including SAHPRA verification, Procure Check Assessments, and PEP checks. Both our internal checks for probity and responsiveness to the tender, as well as the independent No Objection Review of the Global Fund resulted in an approval to proceed with the procurement of suitable companies. The companies selected are fully capable of delivering the required work across the 45 Department of Health sites allocated.
